The term "detergent" in the sense of Directive (EC) No. 648/2004 [1] of the Parliament and Council of the European Community signifies a substance or a preparation which contains soaps and/or other surfactants and is intended for use in washing and/or cleaning processes. Detergents may have various states (liquid, powder, paste, bar, slab, shapes, figures, etc.) and may be sold and/or used for domestic, institutional and/or industrial purposes.

Detergents pass into the environment when the washing water is discharged. Only adequate biological degradation can prevent the undesirable accumulation of these substances in the environment.
Since the 1970s, the European Community has pursued for detergents a policy aimed at solving the problems caused by surfactant substances in water systems. A number of provisions have therefore been drafted in order to reduce environmental burdens (e.g. foaming in rivers) and create stable foundations for the single European market.
Directive (EC) No. 648/2004 was adopted on March 31, 2004 and governs the production of and sale of detergents. The directive came into effect on October 8, 2005, superseding the previous Biodegradation of Surfactants Directive 73/404/EEC and the derivative legislation concerning the biological degradability of anionic and non-anionic surfactants.
